How Do I Remove " File Download - Security Warning " From My PC?

I just done the September updates for Microsoft Windows 7 on my PC. Now everytime I go to favourites and go to any web site on my favourites I now keep getting this message. File Download - Security Warning. Does anyone know how to remove this message? This happens when I use Microsoft Internet Explorer. Thanks! This also happens with Windows 10.
