Making bushing/washer 5/16" to 3/8"

making a stainless steel bushing/washer on metal lathe that is used for putting a ball bearing pulley(from flap system) in place of aileron pulleys & still use old cage. the ball bearing pulley is a 5/16" bolt and the cage has a 3/8" hole in it.
