2012 Volkwagen Passat 3.6l (GDI)- P0088 Fuel Rail Pressure Too High HD

12 Passat with a 3.6 liter engine (GDI), complaint is a check engine light and epc light, there are a few faults stored but the main one I want to focus on is fault p0088 fuel rail pressure too high, and sure enough fuel pressure is 125 bar (1800psi) at idle, spec is 40-50 bar, hat is causing the fuel pressure to be so high, the ecm is commanding it!!!!
