Ukraine’s Foreign Minister Dmytro Kuleba tells CNBC’s Hadley Gamble in an exclusive interview that President Putin has not yet decided whether to invade but if he does, it could happen “in the blink of an eye.” The Foreign Minister also called on Western allies to put together a sanctions package now that would deter a Russian incursion, saying the EU is engaging in “conscious ambiguity.” Right now a range of sanctions are under discussion including the “nuclear option” of banning Russia’s access to the SWIFT system, he adds.
