Skill 1 can be used for AFK / Lazy play / Annihilation Skill 2 + Talent 1 (Stun enemy) is good for High Risk CC with DP slots limit (heli-drop play). i think this skill more meta and usefull in general use than skill 3. the good thing about skill 3 is only if enemy have extrimely high def. so Skill 3 is more "niche" Skill 3 good against enemy with high DEF for example is patriot. it may be used in High Risk CC but we dont know yet. The TRUE damage (ignore def) is great but we dont know if she or Brilliant Sun able tank/block the enemy for a while. because her True damage only when enemy blocked by herself or Brillian Sun. And about potential, considering skill 2 mostlikely best skill so getting potential is going to be pretty good.
