Man escorted from HCAD building by HPD for using the word "Hell" to one of the HCAD employees. HD

On October 21st, 2014 approx. 10;00 am ishThis man is escorted out of the HCAD office by Houston Police and HCAD building head security for saying the word "Hell" , AND being upset and expressing that he is upset is an assertive manner. Did he cross the line? Was he rightfully forced to leave? Should he have been arrested?
