Malaysia Airlines Kuala Lumpur(KLIA) to Tioman

Flight remarks: Take-off from Kuala Lumpur (KLIA)-WMKK for a scheduled night departure to Tioman Airport - WMBT. The weather at KLIA was normal (partially cloudy, winds below 10kts. At cruising altitude of 19,000ft, aircraft faced minor turbulence along flight route (via low traffic altitude airways across waypoints as fixed in the GPS flight plan) On approach to Tioman Airport, ATC gave an initial pre-determined and recognized information stating that the ILS on runway is out of order. On approach approx 10nm (3000ft), ATC then issue another incidential warning stating that the lightings on the runway are also out of order, therefore consent approach at pilots discretion or declare abort landing, issue other nearest airport -Mersing. Missed approach was called out, continuing to level at 2000ft, intercepting and following barb-type course reversal VOR approach and return for landing at runway 21. Landing was successful on the short runway 21 (3255ft) but with a 16 minutes delay due to missed approach.
