Weird EAS. IPAWS test, Required Weekly Test, to broadcasters only. (More in Desc.) HD

So today, I was watching WBIR at home but seen an EAS come up, right at about the time they were talking about a endangered child alert. So I just assumed that this was a CAE, but it was actually an RWT. The message was not supposed to be relayed outside of the broadcaster end. More of an internal message. I messaged IPAWS@dhs.gov, requesting info about it and here is the response. "Mr. Anon, You should NOT see the Required Weekly Test. FEMA sends a Required Weekly Test (RWT) of the Emergency Alert System every Monday for all US time zones. TV and radio broadcasters are supposed to receive this message, but not relay it to TV or radio viewers. The message you describe was sent out December 30, 2013 and was intended for broadcasters in the Eastern Time Zone. Did you receive this message on your TV? If so, did you receive it on December 30, or did you receive it recently? Have you contacted Comcast?"
