Moving to the opposite end of the scale when facing someone of large pain resistant structure, pharmaceutical assisted/intoxicated or just plain raging, making them adrenalised and aggressive. All of these will have dulled pain receptor sites and will be fucking resilient to even your best shot. Trust me these kind of people are out there, in which case this target (where force to threat justified) may give you a shot!
