AXR Toolset - New plugins LTX QuickEdit HD

Added a few new plugins to the AXR Toolset. AXR Toolset is a collection of scripts and tools to aid in development of Call of Chernobyl and/or Addons. CharDesc Validator just simply checks all character desc files for missing tags. LTX Tidier removes all comments and lists fields in alphabetical order.
