The Naval Academy branch of the VUNC of the Navy has been an outpost of naval education and military science over the past six and a half decades. It all started when Baku Naval Preparatory School (BVMPU) moved to Kaliningrad in 1947. The Soviet government created the 2nd Baltic Higher Naval School on its basis in August 1948. The first officers graduated in 1952. A branch of the Higher Naval School named after M.V. Frunze was formed in 1967 in connection with the development of the ocean-going nuclear-powered guided missile fleet. Two faculties were established: navigational and artillery. A branch of VVMOLKU named after MV Frunze became the Kaliningrad Higher Naval School on April 7, 1969. The Kaliningrad VVMU became the Baltic Naval Institute in 1998. As of 2002, it was given the honorary title of Admiral F.F. Ushakov.
