The game is playable. To actually achieve 60 FPS play on minimal settings or try some performance mods. In my case I use a mix of medium and high settings and get between 30 - 35 FPS. However since GTA:IV is very unoptimized ,even on windows, they will sometimes be as high as 50 and sometimes go into the low 10s.
