“I WILL ACHIEVE THE ZERO PENDENCY and DAILY DISPOSE IN CO-OPERATIVE DEPARTMENTS OF MAHARASHTRA BY 31ST MARCH, 2016″- CHANDRAKANT DALVI, IAS (COMMISSIONER OF COOPERATIVES, MAHARASHTRA) Chandrakant Dalvi is born, brought up and educated in the village. He joined as a Deputy Collector through Maharashtra Public Service Commission in the year 1983 and subsequently nominated into Indian Administrative Service (IAS) from the year 1995. During my career of 32 years, I found out that my office and other offices in my jurisdiction are not performing up to the expectation of mine. When you see any government office you will found that offices are unorganized, they are full of papers everywhere. We always talk about cleanliness of villages and cities but what about cleanliness of offices? Firstly I think the papers which are not required should be destroyed. Required papers should be stored in updated record rooms. There should be classification of the office files, A (Preserve permanently), B (Preserve for 30 years), C (Preserve for 15 years) D (Should be destroyed). Another concept for files and paper management is Six Bundle System, in which an officer should keep his files in 6 categories like First for files to be destroyed, Second, the files to be sent to record room, Third is papers pending for disposal, Fourth is await papers, Fifth is the standing order files and Sixth is the files to be sent to higher officials. The administra­tion destroyed 85 tons of documents which were unnecessarily lying in the record rooms. I have written a book on it, “Zero Pendency and Daily Disposal”, pub­lished in November 2014. It was very well appreciated by all over. From 1st Jan, 2015, I am Commissioner Co-operative of Maharashtra and I am also working on Zero Pendency in Co-operative. I assure you that I will achieve the Zero Pendency in Co-operative departments of Maharashtra by 31st March, 2016. Edit By Kishor Kanade
