Lack of education, sterilizations that never happen, unanted pregnancies, unwanted litters, disgarding of the "problems" like trash, animal welfare depending on few volunteers forced to deal everything, from rescuing, to providing medical care, sheltering and rehoming, and of course, the unbelievable ridiculousness of the vast majority of the public that keep buying purebred cheap puppies coming in from puppy mills in the Balcans, while puppies like Junior die on the streets or grow up in shelters.
