CA Senate Bill 454 is open for public comment until June 24, 2019 at: https://ww2.arb.ca.gov/index.php/our-work/programs/electric-vehicle-charging-stations-open-access-senate-bill-454 The California Air Resource Board has proposed new legislation requiring all public chargers that require a fee to accept credit card payments on site and to maintain a 24-hour toll-free number where EV owners can call in to pay for and initiate a session. In addition, charging providers must display costs per kWh or the range of potential costs per kWh. Tesla is exempted from these requirements because they are an automaker who exclusively supports their own vehicles.
