You will have to clear enemies like at any workshop, the area is a lower level zone near Vault 76 so the enemies are a piece of cake. Once you have the workshop you will have to build a generator OR if your server has completed the powering up Poseidon event then you can use the power box to the right of the terminal. Either way power that packager up, select the type of food you want and you are on your way! You will also periodically have to defend the workshop, put some turrets up and this will be no problem!
