Duck suffers with plastic ring around neck HD

I noticed a White-Faced duck behaving strangely. Got my camera so I could zoom in and see what was wrong with him. For those of you questioning why I did not help him instead of filming him...they are wild ducks. I could not get close enough to throw a towel or blanket over...or just run and catch them. They are superfast and in big groups. One fast move and they take off. And if you scare them, they WILL NOT come back. I knew that the ONLY chance I had of assisting this baby was to catch him in our cage trap. It was painful to watch, but there was honestly nothing I could do but ask my husband to assemble the trap and then wait until we could put it out and hope that he came back. These are not the kind of ducks that you can walk amongst and feed. You cannot get close to them. They are skittish and fast. We used the cage trap on a manual pull string so that you only close the cage when you have the duck that you want.
