Dodge Neon wipers: not returning to rest, no int speed HD

Diagnosis and modification to the windshield wiper system on a 2000 Dodge Neon. Wipers were not returning to rest, and intermittent speed did not work. I restore the return-to-rest function with a simple wiring bypass in the wiper switch.
